The Inspector-General of Police, IGP Olatunji Rilwan Disu, has reaffirmed the Nigeria Police Force’s commitment to intelligence-led policing, respect for human rights, public trust and the responsible use of technology as critical pillars of effective policing in a democratic society.
IGP Disu stated this on Saturday, October 17, 2026, at the formal launch of Beyond the Bullets: Policing Terrorism in a Democratic System, authored by former Inspector-General of Police, IGP MD Abubakar, PhD, at the Police Resource Centre, Abuja.
This was made known in a statement issued by the Force Public Relations Officer, FPRO, CSP Ani Iniedu, at the Force Headquarters, Abuja, on October 17, 2026.
In his goodwill message, the police chief said the central message of the book aligned with the current direction of the Nigeria Police Force, emphasising that effective policing required more than the use of force.
He identified respect for the rule of law, professional competence and public trust as essential elements in the fight against crime and terrorism within a democratic system.
The IGP urged police officers and members of the public to read the book not merely as a record of past events but as a valuable resource for understanding the need for sustained police reforms, professionalism and adherence to democratic principles.
He stressed that counterterrorism operations must remain consistent with constitutional obligations and respect for fundamental human rights, noting that security efforts should not come at the expense of democratic values.
IGP Disu also commended Abubakar for his leadership during a challenging period in Nigeria’s fight against insurgency and terrorism, observing that his commitment to democratic policing demonstrated that decisive action against crime could be pursued without compromising constitutional
According to the IGP, the publication offers valuable insights drawn from decades of operational command, strategic thinking and personal sacrifice, making it a useful resource for policymakers, security practitioners, scholars and the general public.
He expressed confidence that the lessons contained in the book would guide current and future police leaders as they navigate the complex responsibilities of maintaining law and order in a democratic society.Police leadership courses
On behalf of the officers and men of the Nigeria Police Force, Disu congratulated the retired IGP on the publication and endorsed the public presentation of the book.
He also wished Abubakar good health, long life and continued fruitful contributions to national development.
